Stuart earned his BS in Journalism from the Medill School of Journalism at Northwestern University.
Stuart earned his Juris Doctor, Cum Laude, from the University of Minnesota Law School, where he co-authored "Comprehensive Methods for Assessing Lost Profits to Antitrust Plaintiffs," published in the Minnesota Law Review.
Stuart is admitted to practice in the District of Columbia, and has been admitted to practice in the Court of Federal Claims and the US Tax Court. He has appeared in the US Courts of Appeal for the DC Circuit and Fifth Circuit, the Court of Federal Claims, and in US District and Bankruptcy Courts in more than 20 states, the District of Columbia and the US Virgin Islands.
Stuart has earned the Attorney General's Distinguished Service Award, and 6 times received the Tax Division's Outstanding Performance Award.
Stuart has received the Mitchell Rogovin Award for outstanding support to the IRS Office of Chief Counsel, the highest honor that office bestows.
